Abstract:
Abstract Since its introduction in 2016, the Hybrid Annuity Model (HAM) has undergone multiple changes based on experience of implementation of highway projects in the Indian subcontinent. In the past six years starting 2016 till 2021, there have been multiple tweaks to this particular PPP model so as to bring risk allocation and contractual structure in line with global best practices so as to attract interest from both local as well as international investors in the roads sector in the country; and this has indeed enabled a sizable investment from international investors in this particular segment of infrastructure. This chapter provides a detailed chronological timeline for such evolution of the Hybrid Annuity Model (HAM) along with a compilation of all the relevant government notifications and circulars issued by the government authorities in this regard.
