Abstract:
Abstract The present work offers an insight into how the enhancement of human capital, through the means of food assistance, can represent a valuable tool for both the realization of the right to food and the developmental goal of a country. Despite its significance, this issue remains largely unexplored in international development research. Being the individuals’ ability to access food an integral part of a country’s present and future, various international legal instruments have enshrined it as a fundamental human rights norm. Nonetheless, all over the world, more than 821 million people are undernourished. We have explored possible solutions to formulate an encompassing strategy capable of addressing the specific needs of governments and its communities. Nowadays an important answer lies in conceptualizing food assistance as part of a wider notion of human development. We considered food security as part of human development, where food assistance becomes the enabler of human capital.
