Abstract:
Abstract This chapter introduces a new conceptual framework, the Negotiation Framework for a Dynamically Expanding Tourism Policy (NEFTOUR), aiming to establish negotiation as a fundamental tool in the formulation of international tourism policy. Grounded in theoretical foundations such as interest-based negotiation, game theory, the concept of soft power, and multilevel governance, this chapter conceptualizes tourism expansion as the result of strategic and cross-sectoral negotiations. By analyzing the recent Tourism Cooperation Agreement between Greece and Emirates Airline (2025), the study highlights the role of tourism agreements in strengthening a state’s geostrategic position, cultural influence, and economic footprint. Therefore, the Negotiation Framework for a Dynamically Expanding Tourism Policy (NEFTOUR) aspires to contribute to literature as a practical analytical tool for examining the interplay between tourism policy and international negotiations.
