Abstract: Abstract (a) Situation faced: The Online Access Act (Onlinezugangsgesetz, OZG) requires public administrations in Germany to provide the majority of their services digitally by the end of 2022. At the same time, VBL, the Pension Institution of the Federal and State Governments, expects the number of pension applications to increase over the next decade. Therefore, they decided to transform their paper-based processes and implement digital solutions. (b) Action taken: VBL identified Bitkom’s Maturity model digital processes 2.0 as a suitable and practical evaluation method using it to determine an appropriate degree of digitization for its business processes. (c) Results achieved: The analysis presents the holistic approach that enabled VBL to evaluate its current state of digitization with its new management cockpit. In addition, VBL was able to take measures to optimize its business processes with regard to their level of digitization. (d) Lessons learned: The Maturity model digital processes 2.0 has enabled VBL to increase its level of digitization and ensure continuous improvement.
