Abstract: Abstract The second Mansholt Plan in 1968 aimed to reform the CAP through a pricing policy that is more respectful of market balances and, at the same time, at introducing a more consistent structural policy. However, the crisis of the Community project spread and made substantial reforms impossible. For a long time, the CAP remained the only well-structured experiment in common European policy and ended up playing a role that goes far beyond its sectoral objectives. Price negotiations became increasingly complex and heated, partly due to the impact of exchange rate fluctuations and the introduction of green currencies after the US abandoned the Bretton Woods agreement. And it became even more complicated after the 1973 energy crisis. The long period that spanned the entire 1970s and early 1980s was characterised by conservation and the impossibility of proceeding with significant reforms. All this is reflected in agricultural spending, which was growing excessively.
