Abstract: Abstract Huawei’s catching up case certainly illustrates the great momentum as a latecomer just as Professor Gerschenkron points out that the more backward an economy is at the outset of economic development, the more rapid rates of industrial growth. The reform and opening-up policy of China certainly inspired Chinese people’s pursuit of wealth, success, and a better life. The hunger for success was like a sleeping volcano that suddenly erupted. Many impoverished yet ambitious Chinese seized this window of opportunity, buried themselves in their work, and tenaciously tried to catch up. With the innovation of ideas, policies, systems, mechanisms, and governance, human capital potential and enthusiasm have been unleashed. With teamwork, a sharing spirit, and collectivism, they move forward against obstacles and challenges. These are the most important strategic resources for backward economies.
