Abstract:
Abstract By the time Huawei entered the telecom industry, leading international companies had already been in the industry for decades, if not longer, and had accumulated a wealth of technical and intellectual capital. For example, Ericsson, founded in 1876, accounted for 30–40% of the global market share for mobile phone systems in the 1990s. Cisco, founded in 1984, dominated the market of networking equipment such as routers and switches. It is a worthy research topic that how a catching-up company like Huawei established its innovation strategy and allocated R&D resources when its technological base was weak, its technological resources were limited and its technological capabilities were lagging behind.
