Abstract: Abstract What makes us perceive some risks as large and others as small? Why can some risks be accepted or tolerated and others not? These are questions which have become quite important in several sectors of society. People demand risk mitigation at a level which has not been foreseen by experts and politicians. If a kind of technological and economic development has reached a certain level, there may be commitments which are hard to phase out or deal with politically. Important examples are nuclear power and genetically modified food. In some cases, political conflicts may not yet have evolved although they may do so in a near future. It is therefore important to be prepared in good time. Mobile telephones are an example. Radiation both from receivers and transmitters is frequently discussed as a possible hazard (Siegrist et al., 2005).
