Abstract:
AbstractIn recent years, there has been marked increase in business process reengineering practice in Singapore's public sector. The 'PS21 — Public Service for the 21st Century' movement, championed at high levels of government, is a key factor behind this phenomenon. This paper examines the application of reengineering to the Singapore public sector context, and discusses some critical success factors. We also present a holistic enterprise model and a change implementation framework, which has been used successfully in assisting several public sector agencies in their reengineering efforts.
