Abstract: AbstractThis paper discusses an empirical study that combines Data Envelopment Analysis (DEA) with regression modeling to evaluate operating efficiency of civil services, household registration offices (HRO), in both Taipei and Kaohsiung, Taiwan, R.O.C. Factors affecting performance include HRO inputs and other nondiscretionary socio-economic factors. The results of this study indicate that the DEA approach is not only a helpful alternative to the traditionally used Analytical Hierarchy Process (AHP) but also a practical decision tool in allocating resources among these offices in order to achieve higher service efficiency.
