The Corporate Education System and the Governance of Knowledge and Organizational Learning: A Method for Assessing the Maturity of the System

Abstract: Nowadays, the more learning we bring into organizational environments, the more prepared organizations become to instantiate multilevel governance, which is characterized by the development of a dynamic balance between autonomy, insertion, and regulation of multiple actors. This is possible with the management of cognitive and behavioral processes that contemplate the shared vision of the network involved, generating collective and continuous development. Such processes are characteristic of learning governance, and constitute the agenda of the Corporate Education System (CES). In this study, we highlight the CES as a strategic tool for multilevel and learning governance. A mature learning organization necessarily creates sustainable development mechanisms. Thus, a CES maturity diagnostic method was proposed in order to establish strategies for the governance of organizational learning and the development of the system itself. For accessibility reasons, a public financial organization located in the South of Brazil was chosen. In the case study with a qualitative approach, significant gains were identified in the application of the proposed method, emphasizing the importance of accurate mapping of the learning network involved and active performance of the participants identified in validation, decision-making, content, and evaluation processes, among others. It is suggested to apply the method in other contexts so that it can be refined with continuous improvements.
