Abstract: This chapter focuses on developing a systematic framework for the briefing process in public–private partnerships (PPPs). It addresses the complexity and criticality of briefing in PPP projects by defining key terms, identifying challenges, and highlighting differences between PPP and conventional project briefings. The chapter outlines the critical success factors (CSFs) related to procurement, stakeholders, risk, and finance, which influence the effectiveness and efficiency of the briefing process. It presents a systematic framework comprising five deliverables: mobilization and development of a business case, funding, technical assessments and land requirements, policy, and procurement. By incorporating CSFs into each deliverable, the framework aims to improve the briefing process, ensuring comprehensive understanding and smooth formulation. This framework is designed to guide decision-makers in both the public and private sectors, facilitating better project outcomes and sustainable PPP implementations.
