Abstract: Unsolicited public–private partnership (PPP) proposals (USPs) represent an alternative infrastructure delivery mechanism initiated by private entities without a formal government solicitation. This chapter examines the benefits, challenges, and implementation strategies associated with USPs, using global examples and a case study of Ghana. The benefits include fostering innovation, reducing transactional costs, enhancing technical capacity, and facilitating private-sector financing. However, challenges such as bureaucracy, lack of transparency, suppressed competition, and intellectual property concerns persist. Effective management strategies, including robust policy frameworks, transparent tendering processes, and intellectual property protections, are essential for ensuring successful outcomes. The case study of Ghana’s Teshie-Nungua Desalination Project highlights both the potential and complexities of USPs, offering lessons for improving their implementation. While USPs carry inherent risks, they can serve as a valuable tool for infrastructure development when managed with prudence and transparency.
