Abstract: This chapter focuses on the design of performance objectives, criteria, and evaluation systems in public–private partnerships (PPPs). It begins by discussing the importance of defining clear performance objectives that align with the diverse priorities of stakeholders and emphasizes the role of performance criteria in driving project success. The chapter explores how criteria should adhere to SMART principles to ensure clarity, measurability, and alignment with project goals. A fair and transparent performance evaluation system is proposed, incorporating mechanisms to assess outcomes comprehensively, with a focus on operational performance and effective monitoring systems. Finally, the chapter examines performance-based payment mechanisms, highlighting the importance of incentive structures and contractual flexibility in enhancing project performance and fostering stakeholder collaboration. Supported by theoretical frameworks and practical examples, the chapter provides a structured approach to designing effective performance management frameworks for PPPs.
