Abstract: This chapter focuses on the diverse modes of public–private partnership (PPP). PPP is defined as contractual arrangements between the public and private sectors for the delivery of public infrastructure and services. The chapter begins by examining the conceptual framework of PPP, highlighting the varying levels of private sector participation and their implications for risk allocation, asset ownership, and service provision. It provides a detailed analysis of PPP modes, including build-operate-transfer (BOT), build-lease-transfer (BLT), design-build-finance-operate (DBFO), and others, exploring their structural variations and operational mechanisms. Drawing on Malaysia’s experience, the chapter outlines the historical evolution of PPP, from early privatization policies to contemporary applications under successive Malaysia Plans. The discussion underscores the adaptability of PPP modes to address public infrastructure needs, categorizing them into new and existing project types to illustrate their practical applications and governance considerations.
