Renegotiations in Public–Private Partnership Projects

Wei Xiong

Chapter 14 in Consolidating and Developing a Body of Knowledge for Public-Private Partnership Project Management, 2026, pp 295-318 from World Scientific Publishing Co. Pte. Ltd.

Abstract: Frequent renegotiations in public–private partnerships (PPPs) have raised concerns from stakeholders in both the public and private sectors. Some scholars believe that PPP renegotiations provide flexibility in dealing with the incomplete nature of PPP contracts, while others emphasize that PPP renegotiations incentivize the opportunistic behaviors of stakeholders. Through a comparative analysis of international government PPP guidelines and model contracts, this chapter identified the contingencies, types, procedures, and compensation models of renegotiations.
