Abstract: This chapter addresses the issue of early termination in public–private partnership (PPP) projects, which are prone to high and multidimensional risks due to large investments and long durations. It outlines the standard procedures for early termination and identifies eleven key factors that can lead to such outcomes, including government decision errors, payment defaults, inaccurate demand forecasts, competition from new projects, lack of supportive infrastructure, improper operations, insufficient financing capacity, market demand changes, public opposition, regulatory changes, and nationalization. The chapter discusses compensation mechanisms under various termination scenarios and proposes counter-strategies to prevent or mitigate early termination, such as improving government decision-making, enhancing private sector supervision, establishing dynamic contract adjustments, increasing public involvement, and strengthening legal frameworks. These insights aim to guide policymakers and practitioners in managing early termination risks in PPP projects.
