Abstract: Infrastructure is essential for supporting human activities and socio-economic well-being in any economy. However, governments worldwide confront the intensive challenge of increasingly limited budgets. Consequently, public–private partnerships (PPPs) have been a critical vehicle for procuring social and economic infrastructure assets. Despite its positive contribution, the use of PPPs has received criticism due to their tendency to experience budget overruns, schedule delays, and/or poor service quality. This issue often arises from the lengthy contractual arrangements and uncertain business environments inherent to PPPs. Resolving this problematic issue requires a robust mechanism, one that considers a dynamic life-cycle perspective during both the decision-making and performance-monitoring phases of a project. This chapter aims to propose such a mechanism, offering solutions to make meaningful progress in the efficient and effective use of the PPPs for infrastructure development.
