Abstract: This paper presents an introduction to forms of cooperation on European, intergovernmental, federal state, regional and municipal levels. The EU Community Initiative INTERREG is described as a significant funding instrument for cross-border cooperation. This excursus thus provides background knowledge for many of the papers in this volume.
