Abstract: The architecture of governance structures for renewable energies in Germany is characterized by a duality of economic incentives at the national level and spatial planning influence mainly at the local and regional level. This duality is problematic with respect to resource efficiency and distributive justice. The paper argues for a more integrated governance structure in which economic, social, ecologic and site-related aspects, but also the different decision-making and planning levels are better linked in order to avoid or at least minimize land-use conflict and problems of acceptance.
