LBD Documentation: Fixing Missed Reorganizations and Broken Links from Inactive Spells

Abstract:
This CES Technical Note documents a significant improvement in the longitudinal linking methodology used to create the LBD. In particular, we discuss two types of fixes made to LBD records: 1) those that take care of duplicate records resulting from processing error in dealing with mid-year reorganizations and 2) those that take care of false establishment deaths and births from establishments becoming "payroll inactive" only to reappear at a later date. These fixes are incorporated into the LBD and flagged to allow identification. The new methodology has important implications for estimates of establishment birth and death rates and it significantly reduces the total number of unique establishments observed in the LBD.
