Multi-Year Cannabis License Data Probabilistic Linkage to Census Business Records

Abstract: This note describes methodology and results from matching state Cannabis business license data to Census business data. Overall Cannabis state license trends are also presented. We primarily use data from Colorado as a test case for developing the probabilistic entity linkage algorithm that can be used to identify Cannabis businesses in Census data. Data from California was also used as a reference point for license trends, but entity linkage was not performed on California data. The methods were guided by prior analysis prepared by Census researchers and builds on the prior work by the addition of archival data to the algorithm. The methods can be used to guide matching state Cannabis license data for additional states or years.
