Measuring the Private Benefits from Connections to Public Water Systems in Developing Countries: A Case Study of the Punjab,Pakistan

Abstract: This paper reports the results of a model applying a random utility framework (RUM) to the connection decisions made by rural households in Pakistan to public water systems. Decisions took place over a number of years are treated as instantaneous with appropriate adjustment for changes in the general price level. The findings support the model both for predicting connection decisions and estimating household willingness to pay (WTP) for such public water supplies. Comparisons based on estimates of WTP and connection decisions between RUM and contingent valuation estimates for independent villages support the framework as well.
