Employment and Unemployment in the Process of Stabilization

Abstract: One of the goals of the economic reform in midterm perspective is the creation of labor market. The ongoing processes have been characterized with substantial reduction in the general rate of employment and participation rate of the population, removal of the former branch, regional and professional structures of employment and gradual formation of new ones, as well as substantial changes in the labor market turnover. In the framework of the existing institutional and information base, the employment and unemployment analysis meets several problems, which impose some developments to be analyzed through indirect indicators or hypothetically. From institutional point of view, labor legislation lags behind the developments taking place in the economy. From empirical point of view, statistics does not use some basic periodic surveys and the provided statistical information submits indicators that are not representative for the real labor market patterns.
