Abstract:
The 2003 pension reform highlighted the ratio between the length of retirement and the length of working life as a benchmark indicator for assessing intergenerational equity in retirement ages. This ratio increased between 2004 and 2010, largely due to the expansion of early retirement pathways, before declining following the increase in the statutory minimum retirement age to 62. However, the overall assessment critically depends on how "working life" is defined. While the ratio of retirement duration to effective time in employment has declined markedly since 2004, it has remained broadly stable when measured relative to the average time elapsed between the end of education and retirement.
