Abstract: Definitions of military spending are not homogeneous from country to country, making spatial comparisons difficult. It is therefore necessary to conceptualize the notion of military spending. Moreover, the use of the exchange rate as a conversion instrument is not satisfactory for understanding the comparative strategic evolutions of states. It is therefore necessary to use appropriate statistical techniques, in particular purchasing power parity methods.
