Abstract: This article examines whether the CAP's first-pillar subsidies have been allocated to farms, between 2002 and 2017, following environmental and income criteria. The individual levels of greenhouse gas emissions of farms are calculated using the AGRIBALYSE reference system and the French FADN database for two farm types: dairy cattle and cereals and oilseeds. We show, using a fixed effect panel model, that the 2014 reform allowed for greater allocation of support to farms according to their impact on emissions and income than the 2003 reform.
