Abstract: The concept of "delivery" of public policies is relatively recent. What is needed for delivery units to be successful ? The report focus is on duties and modalities of delivery units as well as thier role in reform processes. Most of Reforms in the Public administration have been as in many countries, inspired by the New Public Management (NPM). In many countries, including in East european countries, the model of Delivery unit have been implemented.
