Abstract:
This paper deals with the implementation of the PAL- reform in the Swedish health-care system. The intent of the State mandated PAL reform from July 1991, is that each patient should have one single physician who is responsible for his or her care in terms of diagnosis, treatment and care. The aim is to ensure continuity in care. The study, which is conducted within a University hospital, focuses on how and to what extent the reform has been implemented, and explores the factors that may explain variations in implementation. The deducted factors can be grouped into three main categories: The history and culture of the organization, including the members representations, the organization’s technology and tasks, and finally the organization’s structure.
