Abstract: "The success of the public employment service is not only determined by the stipulated set of regulations. In addition to this, the placement officers' and caseworkers' personal characteristics and individual strategies play an important role. The results of a survey conducted at employment agencies, in the working groups of employment agencies ('ARGEn') and in municipalities that have opted to be responsible for the unemployed on their own without the support of employment agencies ('zugelassene kommunale Träger') show that the attitudes and behaviour of the placement officers and caseworkers vary. It was possible to identify five strategic dimensions that help explain these differences: intensity of counselling; individual procedures; closeness to customers; placement-orientation; and acceptance of norms. The individual mixed strategies are correlated with the case workers' or placement officers' personal traits and the characteristics of their particular employment contract."
