Abstract: Rural economic development programs often rely on the assumption that "people follow jobs." But different strategies are appropriate for different regions, depending on the characteristics of the desired population and the characteristics of the region. This paper reports how rural versus urban residential locations are chosen according to personal and local characteristics.
