European Digital Skills Certificate Feasibility Study: Report of the 1st stakeholders’ consultation (24th February-12th March, 2021)

Abstract: The Digital Education Action Plan (2021-2027) Action 9 proposes to “Develop a European Digital Skills Certificate (EDSC) that may be recognised and accepted by governments, employers and other stakeholders across Europe. This would allow Europeans to indicate their level of digital competences, corresponding to the Digital Competence Framework proficiency levels”. In support of this Action, the European Commission launched a first stakeholders’ consultation to gather their views on what are the key elements that should be included in a Feasibility Study of the EDSC. The consultation took place from February 24th to March 12th 2021 through the Digital Competence Certification Community of Practice recently established by All Digital, and open to all stakeholders. This report aims at presenting, in a comprehensive and exhaustive manner, the content of all the contributions received from 70 actors and of the 130 exchanges that took place during the consultation, all available online at the Community of Practice. It will be made available to all stakeholders through the Community of Practice.
