Immigrants as Victims of Crime and Safety Efforts in São Paulo

Abstract: This paper qualitatively analyzes the criminal victimization of foreign immigrants and examines local safety efforts in São Paulo, Brazil, as a case study, based on interactions between institutions and actors as a theoretical sociological framework. Specifically, the paper examines efforts such as new community-based security measures taken by the police, immigrant support centers, and community safety councils, analyzing their interactions with the people involved. Considering the multiple problems identified, this study tests the hypothesis that the effectiveness of efforts to ensure the safety of foreign immigrants is limited because of a lack of interaction between safety efforts (institutions) and the people involved (actors).
