The Development of Telecommunications in Europe: Regulation and Economic Effects

Abstract:
The aim of this lecture is to; set out the importance of information and communications technologies for europe’s economic future; describe the role ICT policies play in the Lisbon agenda; evaluate the current regulatory regime for electronic communications services in Europe. To anticipate the conclusions: ICT are a major area of investment in which Europe’s record is patchy; the Lisbon agenda is a worthy but rather ineffective wish list of desirable actions; the key is to improve the European regulatory framework by actions which encourage investment and innovation by both incumbent operators and entrants.
