Abstract:
University funding policies should be in principle determined by the aims of university education. The practical difficulty is that universities provide a range of benefits, many of which are difficult to quantify, to both individuals and society, and the aims vary over time. There is a general supposition that education contributes to economic growth, what is less clear is what types of education matter most.
