Abstract: This is the full text of the 1993 Keynes Lecture delivered at the British Academy on 28th October 1993. Professor Prais's lecture surveys the long‐standing academic and anti‐vocational bias in Britain's approach to schooling, and examines in international perspective how that bias still mars the recently legislated National Curriculum. It also summarises the comparisons of productivity in Britain and on the Continent carried out in the past decade by the National Institute, together with the associated comparisons of vocational qualifications. The difficulties in increasing the numbers of young people in Britain with technician and craft qualifications are related to inadequate school‐leaving standards, especially in mathematics and practical subjects.
