Abstract: 여성의 역량강화와 양성평등은 UN 지속가능발전목표 중 하나로 다뤄지는 주요 의제이다. 2024년 한국과의 관계를 포괄적 전략 동반자 관계로 격상한 아세안에서는 1988년 ‘아세안 지역 여성 발전 선언’을 시작으로, 2022년 ‘아세안 내 여성 기업가정신 활성화 등의 선언’과 ‘아세안공동체 비전 2025’를 통해 여성의 역량강화와 양성평등을 주요 의제로 다루고 있다. 이러한 노력에 따라 아세안 여성의 노동시장 참여가 확대되었으나, 기업 내 주요 보직 및 정치 참여 비율은 여전히 낮은 수준이다. 특히 아세안 내 여성 리더십 기업의 비중은 다른 지역에 비해 높지만 노동생산성으로 측정한 성과는 전체 평균 대비 낮으며, 다른 지역 여성 리더십 기업의 성과에 비해서도 더 낮은 것으로 파악된다. 이에 본 연구에서는 아세안 여성 리더십 기업의 낮은 성과를 보완할 수 있는 방법에 대해 고민할 필요가 있음을 인지하고, 정량 및 정성 분석을 바탕으로 아세안 여성 리더십 기업의 생산성 개선을 위한 정책 방향을 제시했다. Empowering women and achieving gender equality are not just moral imperatives-they are global development goals. As one of the United Nations’ Sustainable Development Goals (SDG 5), the issue of gender equality has long been a key priority on ASEAN’s agenda. Since the 1988 Declaration on the Advancement of Women, and more recently through the 2022 Declaration on Promoting Women Entrepreneurship and the ASEAN Community Vision 2025, ASEAN has reaffirmed its commitment to women’s empowerment. Despite the growth in female labor force participation, women remain underrepresented in leadership roles in both business and politics across the region.
