Abstract: 트럼프 2기 출범 이후 미국의 통상정책은 글로벌 교역 질서에 급격한 변화를 초래하고 있다. 미국은 불법 이민과 마약 차단을 국가 안보의 최우선 과제로 삼는 가운데, 고율 관세 부과, 양자 협정 재검토 등 강도 높은 통상정책을 시행하고 있다. 이는 멕시코와 브라질을 비롯한 중남미 지역 전반의 대외 환경에 불확실성을 증폭시키고 있다. 최근 미국이 브라질산 제품에 대해 50%의 상호관세를 부과한 사례는 중남미의 교역 환경이 얼마나 불확실성에 노출되어 있는지 단적으로 보여준다. 이러한 가운데 2026년 7월 예정된 USMCA 재협상은 중남미의 대외 관계와 공급망 형성에 또 다른 변수가 될 수 있다. Since the inauguration of Trump’s second term, U.S. trade policy has triggered profound changes in the global trading order. The United States, prioritizing the prevention of illegal immigration and drug trafficking as matters of national security, has implemented stringent trade measures such as the imposition of high tariffs and the renegotiation of bilateral agreements. These policies have amplified uncertainty across the external environment of Latin America, including Mexico and Brazil. The recent U.S. decision to impose a 50 percent retaliatory tariff on Brazilian products starkly illustrates the vulnerability of Latin American trade to policy volatility. Against this backdrop, the upcoming USMCA renegotiation in July 2026 is likely to become another critical variable for the region’s external relations and supply chain configuration.
