Abstract:
본 연구는 일본 임금정체의 원인을 분석하였다. 일본에서는 2012년 말부터 최근까지 약 400만 개의 일자리가 창출되었고 실업률도 2% 전반 수준까지 하락하여 고용사정이 크게 개선되었다. 그러나 임금상황은 개선되지 않고 있다. 상용노동자(일반노동자+파트타임 노동자)의 평균임금수준을 대변하는 현금급여총액(소정내임금+소정외임금+특별급여)은 1997년 월평균 37만 2천 엔에서 2012년 31만 4천 엔으로 바닥을 친 후 2017년 31만 7천 엔으로 약간 회복되었으나, 1997년 수준에는 훨씬 미치지 못하였다. 지난 6년간 약 400만 개의 일자리가 창출되고 완전고용수준까지 고용사정이 회복된 것과는 대조적이다. Beginning from the end of 2012 and up to recently, approximately 4 million new jobs have been created in Japan and the unemployment rate has fallen to the low 2% range, showing a great improvement in employment conditions. At the same time, however, the average wage level of workers remains at pre-1997 levels. In this study we analyze the reasons why wage levels remain stagnant in the Japanese economy.
