Abstract: This study aims to investigate the effective possibility that the conditions will be met so that the ZLS planned for the port of Ravenna can constitute a lever for the development of the production system of the entire Emilia-Romagna region. It is divided into two parts, the first of which illustrates this specific industrial policy measure recently implemented by the Emilia-Romagna Region, while the second provides further insights, accompanied by a critical analysis aimed at assessing how to answer the question posed in the study's title. In conclusion, it seems we can say that both exogenous factors, such as the changing situation in which international trade currently takes place, and endogenous factors, such as the widespread form of the ZLS throughout the region, may hinder the realization of the original project.
