China green tech and its industrial policy

Alicia Garcia Herrero

No wp-2026-46, WIDER Working Paper Series from World Institute for Development Economic Research (UNU-WIDER)

Abstract: This paper examines China's emergence as the dominant global manufacturer of green technology, a development originally driven by its pressing domestic need to address environmental degradation and energy security. By implementing a comprehensive industrial strategy anchored in the strategic acquisition of foreign technology, extensive state subsidization, and the cultivation of a hyper-competitive domestic market, China has achieved unparalleled production capacity.
