MVO: Octave function to compute matrix-by-vector operations of compatible sizes

Abstract: this work proposes a third class of binary operators, namely a "colon"-class e.g. :+ :* *^ ... for matrix-by-vector operations of compatible sizes. In order to illustrate this conceptual idea, This simple script file mimics the desired behaviour.
