BITFUNC: Octave bitwise functions

Abstract: I have implemented the bit operations (bitand,bitor,bitxor,bitget,bitset,bitshift,bitmax). The bitwise operators (and,or,xor) are implemented as DLD-functions. To compile these see instructions in I have used unsigned long integers (32 or 64 bits depending on your machine).
