Abstract: "When empirically measuring poverty, there are various decisions to be made, which might have considerable implications, depending on the objectives of the analyses performed. This discussion paper aims at providing an overview of the methods available as well as a detailed discussion of their advantages and drawbacks. Doing so, a core focus of the paper will be on the distinction between the different stages of poverty measurement: measuring living standards, defining the poverty threshold, and constructing aggregate poverty measures. For each of these stages, an overview of the most important approaches and choices will be given. Moreover, their potential advantages and disadvantages will be discussed. I will argue that on each of the stages, different criteria for evaluating the measures will apply, which means that depending on one's current objectives, the use of different measures might be appropriate."
