Abstract: "Since August 2013 every child in Germany is legally entitled to a place in an early childhood education and care service after his or her first birthday. Already after the first legal impulses, the amount of early childhood education and care services expanded significantly. As a consequence, the number of employees working in early childhood education and care centres increased by 172.000 between 2006 and 2014. The high demand for skilled childcare employees was covered by an increase of training capabilities, but also by a reactivation of older childcare professionals. The fear that due to the high demand non-qualified staff would also be hired has not been confirmed. Against this background we explore the question how the demand was satisfied: Which role did childcare professionals returning to the childcare centres play after working in other occupations? Which role did people that were unemployed or out of the labour force play? Further, we analysed how many childcare professionals can potentially be recaptured for skilled work in early childhood education and care services, and can therefore be described as the reserve of childcare professionals. Our analyses show that the reserve of childcare professionals is almost exhausted." (Author's abstract, IAB-Doku) ((en))
