Organization of the International Activity of the Territorial Subject of the Federation (on the Example of the Canadian Province of Quebec)

Abstract:
The paper examines institutions and doctrines of international activity of a subject of federation on the example of Quebec. For half a century this French speaking Canadian province has been one of the most visible and active actors among non-sovereign actors. The presented research shows the evolution of its institutions responsible for international relations and reveals the specifics of the activities of the Quebec delegations and bureaus abroad; it also analyzes the provincial doctrines and white papers on international agenda. It is noted that institutions and doctrines related to Quebec international activity bear a symbolic function along with its immediate practical purpose, reflecting its national, cultural and linguistic specificity.
