Development Priorities of the Economic Base and the Tax Potential of Highly Urbanized Regions

Abstract:
The article deals with the development of the economic base and tax potential of highly urbanized regions of Russia, which are formed in the zones of influence of the largest cities. The example of St. Petersburg analyzes the problems of the growth of the revenue base of territorial budgets, examines the tasks of the city’s economic and fiscal policy. The authors substantiate the directions and mechanisms for a more complete use of the tax potential of the territory, the reduction of the shadow economy, and the receipt of additional sources of budget revenues. Priority directions and city projects are proposed to develop the economic base and increase revenue budgets. Measures are recommended to improve the interaction of authorities with enterprises as business entities and taxpayers. The issues of reducing economic and budgetary risks in the development of regions are described.
