Abstract: The article deals with scientific and practical recommendations that contribute to the transformation of the system of additional professional education of state and municipal employees. The system of scientific and practical recommendations is developed on the basis of the conducted research aimed at identifying the dynamics of the personnel potential of representatives of the state and municipal service of the Vladimir region. Special attention is paid to the motivational factor of obtaining additional professional education.
