Arctic Development: How to Avoid Loss of Quality when Winning Speed?

Abstract: Questions of the Arctic policy are in the center of attention of the Russian scientific community for a long time. It is result of objective awareness of the importance of this problematics and reaction to inquiry of the state. Recognition of relevance of the matter involves also certain problems. Obvious positive results of the last ten years cannot be treated as a guarantee of progress and to mechanically extrapolate achievements of a present situation for the next years. It is not necessary “to drive†itself into a rigid framework of quantitative indices, this problem of the previous development periods sometimes receives an unexpected recurrence today. In this article, the main attention is paid to questions of staging of development, need of a support on the traditional centers of development, expediency of priorities of development of the European part of the Arctic. The attempt to jump through a stage or space can weaken positive trends of development of the Arctic. The role of St. Petersburg and the small Russian Northwest in development of the Arctic is especially noted.
