Abstract: It is pointless to begin the search for an answer to the question about the reasons for the collapse of the Soviet Union by analyzing the events of the eighties of the last century, moreover, considering the Soviet form of organization of the state and society. It is necessary to remember what the creators of the Soviet model relied on practices tested in the Russian Empire.
